The fight for Europe: Fear is coursing through the corridors of Brussels. It has been there for some time, usually unspoken or understated. It is now in the open. It is the fear of losing control of events. It is the realisation that most ideas have been tried and still the eurozone crisis deepens. In the absence of a plan, officials have turned to shock treatment. This was the moment to frighten.
